This document outlines the minimum engine requirements for United States Forest Service (USFS) Virtual Incident Procurement (VIPR) contracts based on the incident compliance inspection checklists.

Minimum Engine Requirements for USFS VIPR Contracts

  1. Engine Classification and Capacity

Wildland fire engines are categorized into four types (Type 3 through Type 6) based on their pump ratings and tank capacities.

  1. Standard Equipment and Systems

All engine types must meet the following general requirements:

  • Personnel: All types require a 3-person crew.
  • Pump and Roll: Required for all types (3, 4, 5, and 6).
  • Foam Proportioner System: Required for all types.
  • CFE Foam Proportioner
  • Scotty 4171 Foam Eductor and Proportioner
  • Drive System: All-Wheel or 4-Wheel Drive is required for Type 6 engines. It is optional for Types 3, 4, and 5.
  • Tank Baffling: Must include longitudinal and transverse baffles; the distance between parallel baffles or vertical walls must not exceed 52 inches.
  1. Hose and Inventory Requirements

Engines must carry specific lengths and sizes of fire hose:

  1. Chainsaw and Support Kit

If a chainsaw is part of the agreement, it must meet these minimum specifications:

  • Engine Power: Minimum 3.0 cubic inch or 49cc.
  • Guide Bar: Minimum 18 inches and not bent or damaged.
  • Protective Gear: Chainsaw chaps must meet USFS Specification 6170-4F (or later) or be certified to NFPA 1977.
  • Kit Contents: Must include a felling axe, felling wedge, scrench (combination bar/spark plug wrench), extra chain, and file.
  1. Personnel Protection and Safety
  • PPE: All personnel must have a hard hat, gloves, hearing protection, eye protection, and a headlamp with batteries.
  • Clothing: At least two full sets of flame-resistant shirts and pants certified to NFPA 1977.
  • Propper Teca Wildland Shirt
  • Propper Omniweave 6.8oz Wildland Pant
  • Boots: All-leather, 8-inch high boots with lug-type soles.
  • Missoula 2.1 Wildland Boot NFPA Compliant
  • Safety Gear: New Generation fire shelters for all personnel.
  • Regular Fire Shelter
  • Communication: Minimum of two programmable radios (one must be handheld) with two battery packs per radio and a programming cable.
  •  Boots: All leather, 8" high with lug type sole in good condition. D.2.1.2
    PPE: For ALL personnel 10 D.2.1.2
    Hardhat, Gloves, Hearing Protection, Eye Protection, Headlamp w/batteries
     Flame resistant clothing: Minimum 2 full sets of flame-resistant shirts and
    pants certified to NFPA 1977 standard for ALL personnel. D.2.1.2
     Fire shelter: New Generation, for ALL personnel. D.2.1.2
     Line Gear (Day Packs): Minimum of 3 (one per person) D.2.1.2
